Matricula Consular Cards Lack Thorough Interview Process - 12 Nov 2003

...A recently retired INS official says the Mexican government doesn't conduct thorough interviews when issuing its controversial Matricula Consular cards. Consequently, some non-Mexicans have obtained the cards. Brian Perryman spent 34 years as an immigration law enforcement officer. At the recent Midwest Immigration Summit in Indianapolis, he told activists that despite the claims of the Mexican government that it is employing a more-secure process in issuing Consular cards, the process is still faulty. "The Mexican government does not attempt to determine if the applicant is a criminal, a terrorist, or even on a terrorist 'watch list,'" he said. Perryman noted that one of the "sales points" being used by the Mexican government is that have developed a secure document to help the United States in its fight against terrorism. He dismissed that claim, saying "they don't even check criminal terrorist watch lists." Perryman said as a result of the lax procedures, non-Mexicans -- possibly even individuals from Arab countries -- have managed to obtain the Matricula cards.
